Are the DLC's better than the game?
It hurts to downplay how amazing the Witcher 3 is but it needs to be argued that the DLC's hold more interesting stories that allow the player to experience what the Witcher is about. The introduction of a mystical force which altered the game almost completely that blew the players mind. Without getting into spoilers, the game brought back an amazing character that I had been hoping would be included in the base game but wasn't. The Blood and Whine DCL holds a sad and beautiful tale of a man who lost his mind and dragged his wife along with him, dooming her in the end, which is as entertaining as it sounds. The Hearts of Stone DCL was just as amazing if not more by introducing a new (or not so new if you've played old Witcher games) area that is incredibly beautiful and full of new and interesting quests. In my mind, the DCL's serve as an almost entirely new and more interesting Witcher game that I advise everyone to play. 9/20/17
